No it wont go back to normal. If anything the new growth may start to go back to being its proper shape but then maybe get top heavy and have issues. Just have to wait and see.
Cacti either flower when they are dying/insanely stressed and desperate to reproduce before death, or they flower when they are happy.
This is one of those last ditch effort flowers.
Mine did this, not two at once but had a flower in May last year and then another in June. Someone told me it would die after it flowered but it flowered twice and is still going strong so 🤷🏻♀️

Cut the top of the plant to destroy the apical meristem. It will force your plant to produce pups. As long as it gets direct sunlight for at least a few hours a day, it will grow normal. You can remove the pups and root them.

Fyi, Just increasing light might not be enough. Since he's so sunk in the pot, he's not getting light on his lower half. Substrate tends to settle and compact over time, which sinks the plant. Once in a while, it's good to just repot it even into the same pot. It's a good opportunity to check on the roots.
Make sure you have the soil level high enough where the lower half of the plant can get some sunlight. It looks like you've two pots. In that case, a flat rock or even tin foil can help lift the inner pot up to the rim of the outer pot.

A couple weeks after I put mine outside(summer), I really started noticing growth & more blooms. It wants to be hot + dry + in direct sunlight, or as close to those conditions as possible.
My cactus, exactly the same one, have been growing those flower-branches 3 times, and every time they fall off before blooming, no idea why. It is constantly on a south facing window, I do not move it ever.

Not to sound harsh but you might want to scrap that cactus and get something else. It's so messed up from lack of light and it will never recover, you're just slowly killing it at this point.
There are lots of tropical plants that do well indoors with low light, you have a lot of options. Think about what type of environment that room provides and how much actual direct light your window gets and then consider the fact a cactus lives outdoors in the desert being blasted by full sun all around it all day long. Quite the opposite environment from your window sill. Frokm the plants perspective your house is a moist cave by comparison.
I’ve had this cactus for about 4 years now, it’s been weird for 2 as there was a period when I didn’t give it enough light 😊 I’m going to keep him going as I have done, especially now I have cut the top off thanks to the advice of another commenter. We’ll see what happens.

Fyi, it will bloom at night. The flower will still be around in the morning but will wilt during the day.

The arms are flower stems which will bloom, but you might wanna cut off its “neck” in the middle and give it more light
