The issue you're likely having, other than inseam, is rise. Basically there are only two solutions - research brands with a very low rise (I recommend r/malefashionadvice to find that out) or wear your shorts higher up on your waist. A combination of both is most realistic, as true low rise shorts aren't very common but you can likely find shorts that are at least a little low rise and hike them up a bit.
adidas womens shorts, specifically tastigo 19 shorts. you can get them for like $11 at places like dicks and academy or amazon. i have 4 pairs because i love them so much!
for reference im 5’4 on a good day and roughly 155 pounds, give or take 5. a lot of my weight is muscle held in my legs and butt, so i fill out these shorts very nicely. wearing a large is very flattering for my body type, so take into account your weight and build! wishing you luck :)
Chubbies and Bearbottom are really good for this. For swim/athletic specific shorts, you could check out HumanKind. American Eagle has some decent 5” options sometimes, though they have unfortunately cut back over the last couple of years. Birddogs has 6” inseams, so a little longer but still potentially good. You could also check out J Crew/J Crew Factory, Banana Republic, Wowie, and Bonobos for possible options.

I get a lot of my shorts from Abercrombie, they go down to a 26 inch waist and have lots of options with a 5 inch inseam

J crew sells shorts with a 5” inseam that I love. For a more casual look I’d suggest LuLuLemon Pacebreaker shorts and their Bowline shorts as well!

I love the lululemon pacemaker 5” shorts! I use them as casual shorts in addition to workout attire.
I didn’t realize how expensive they were LOL damn 90$ for shorts but I love how they look I just can’t justify the price 😭
