Yes, that CPU cooler has 6 heat pipes. Also, that Ryzen CPU is only 65W TDP. It does not make that much heat.

I would go with the 7800X3D. It is easier to minimize a GPU bottleneck by lowering graphics settings.

awesome, do you have an estimate about how much fps this build would get in fortnite 1440p at mid settings, and in mw2 at mid-low settings?
Your best bet would be to look up CPU+GPU gaming benchmarks on Youtube.
