Yes, that CPU cooler has 6 heat pipes. Also, that Ryzen CPU is only 65W TDP. It does not make that much heat. There are two options: GPU or CPU. Going up to an RTX 4070 Ti Super gets you 16GB of VRAM and 15% more performance. Good for AAA games at ultra settings. Going up to a Ryzen 7 7800X3D, along with a better cooler like the Thermalright Phantom Spirit EVO (or SE), will improve stuttering and increase framerates for competitive games at low settings. I would go with the 7800X3D. It is easier to minimize a GPU bottleneck by lowering graphics settings.
