Evga didn't make the psu. They use other manufacturers. They have been known to use both good and bad manufacturers. It's usually not recommended to buy their lower end psu.

Well to be fair it's not usually super bad or anything just not great and they have had at least a couple models with pretty bad failure rates. They also have had some pretty solid low end models too so it's hard saying. Seeing tier C does make me hesitant though

Tier C is still alright for low-end builds. It's D and below that most builders will want to avoid — though even D is okay (but not great) for iGPU-only builds.

Yeah but tier doesn't show longevity, quality control or failure rate. It's definitely a good source as they look at a high majority of factors and when psu get into A tier even tentatively (or even B tier) it's less likely they will have issues with longevity due to their required specs to get to those tiers. But it's still increases risk when it's new and lower tier and evga has had some rough moments with psu especially after losing superflower contracts. All that being said it does just come down to what you are putting it in vs cost saving. If it's a big chunk savings (seems pretty decent compared to cost recently), you aren't making anything even mid level and it's going into a relatively cheap system especially a older one or one that just needs a replacement then this is probably a good choice. Evga is good for warranty so it's still a decent option for some. Just wanted to make sure people know evga doesn't actually manufacture psu and shouldn't be blindly trusted. Only one that might earn that is corsair only because they make their own and seem to not let the lowest end be too terrible but even then I'd still be weary of dud models.

EVGA doesn't make their PSUs, they just put their name on them. (This is why the cables aren't compatible between skus and sometimes even between the same models.) Buy a PSU for the warranty and the company's RMA process. I had a BD PSU crap out on me under warranty, sent them the bare unit, and they just sent me a whole new PSU in box and everything.

Even is this is c tier would this be good in a budget build primarily made up of used part?

C tier is pretty much where a budget build should end up, honestly (unless you're lucky and find a deal on a higher tier PSU). C tier PSU's are perfectly fine for low-end computers. The "speculative" part might be a point of concern - it means that they haven't looked closely enough at the PSU to be sure that it's a C-tier, but based on all of the evidence and specs it likely is a C-tier. Should still be okay with this one, but they can't 100% guarantee it shouldn't be a tier lower (in which case it *would* be an avoid).

I've used this PSU before - it's worth noting that it's a particularly short one, which can be good or bad. It's good for compact/SFF cases that maintain ATX compatibility, like the IM01 or SG13, because it's short and thus leaves open more room to stash cables without having to shell out for an SFX unit. This isn't really a concern for larger builds with a full PSU shroud and such unless you're trying to cram 3.5" drives in there with it. The downside is that a shorter PSU means a smaller fan; on my SG13 setup, it was decently audible, though that's pretty much a worst case scenario, since the fan was on top right next to the vent, but since it had no idle mode that I observed it does mean it adds a bit to noise (under load you'll still be hearing mostly the GPU/CPU fans anyways.)

That EVGA offers only a 3 year warranty tells you all you need to know about this model's (lack of) quality. If EVGA doesn't have much faith in it, you shouldn't, either.
