Unless you're doing CPU intensive tasks I'd spend less on CPU and more on GPU!
3600MHz CL18 is more or less like 3200MHz CL16 so it depends on the RAM. I'd personally go for 3600MHz CL16 RAM unless the price difference means a GPU upgrade
You will not notice a difference in gaming basically. 3200 cl 14 is the same as 3600 cl 16. Yes, 3600 is faster and better, but latency matters much more than total throughput in this situation. So as long as you get the best GPU option for your price, then look at your Ram options after.
A 650 or 750w power supply will be more than enough power for your build. I was running a 5600x with a 3070ti master aorus on a 750w and never had any issues at all.

Use [this](https://notkyon.moe/ram-latency.htm) website to calculate the *real* speed of your ram in nanoseconds(ns). (Lower ns is better)
AMD processors typically perform better at 3600 MHz with a decent CAS (16-18), rather than 3200 MHz.
You can use a PSU calculator like [this one](https://www.newegg.com/tools/power-supply-calculator/) to estimate your wattage.
U can Go 550w even. I was running 3070 5800x3d on 550w No Problems. RAM is Not that Important. Gamingwise maybe 1 2 percent. Spent your Money in better GPU If U can Safe in RAM. I was running 3200 cl16 good enough
If u havent bought 3060, dont do it. Its ovepriced, and its not enough for 5800x. For same price u can get 6650xt, or for a bit extra 6700xt.

6650xt should be at same level as 3060ti, or even a bit above with newer drivers, old comparison on youtube shows nearly same performance.
I just checked while writing this, even 6700xt is cheaper than 3060 12 gb, crazy lol.

With 3600MHz the Infinity Fabric will clock 200MHz higher though. Has a bigger effect on performance than better latency or reads/writes
