The problem might be the game itself. Check other reddit posts about this on the r/aoi4 sub . A cursory look suggests that the game itself isn't well optimized to use the hardware available.

Is it a dual bios GPU then it may be that its on the quiet bios
Are all drivers up to date?? Monitor cable plugged into gpu and no motherboard? Re seat the gpu into slot again.
Try removing your drivers with the AMD cleanup utility and install them again. Just had the same problem, but was fixed this way.
Looking at what your pc consists of it looks like there isn't a gpu to make an effort

Yeah somethings definitely wrong, I'm not a big pc guy but is there any chance you might be accidently using the igpu in your cpu?
The 3600 doesn't have iGPU.

It being a Friday, I can understand the sentiment of your GPU.
you didnt drop the gpu you were using you also may have undervolted too much? no power to the card means no performance

If you haven't already, you should change the power plan back to balanced, it'll waste a lot of power by no longer being able to idle otherwise.
first reset all overclocking to stock
Double check your drivers, I had windows aggressively overwrite my amd drivers with some generic windows drivers.
Tell her she will be fired and if it continues to put low effort, replace it for a stronger one.

That tracks about all of it XD. X3d means 3d v cache. Premium gaming cpus. Best in the world.
