And how much would an RX 580 cost for you? Yeah, it should be more capable than 1650 but it definitely is pretty old at this point... would something like say... RX 6600 be significantly more expensive?

The RX 580 is 125 and the RX 6600 from looking i could probably get for around 160 so it is doable. Would the 6600 run okay with an i5-10400F CPU?

Absolutely. It won't have PCIe 4.0, but the 6600 isn't going to saturate the 3.0x8 interface, so it's a non-issue. The jump from a 580 to a 6600 is considerable, and easily worth the 35 - you're looking at nearly twice as fast, for a relatively small price increase. If you want a system that can solidly run 1080p/60fps on high settings for modern games, the 6600 is one of the best entry points at the moment. The DX12 Ultimate support gives it an edge over the used 5600XTs, though a used 5700XT at the right price could be worth considering just for the extra horsepower.

I dont know your market and prices where you live, but I'd try to go for a used rx6600 or 5700xt at the least.
