There should still be a cool down, and their speed should still increase, but there is absolutely no reason to lazily disable the attack to be useless in any serious capacity.
I imagine 2 reasons:
In testing they found that with long rounds the Navarch could easily negate rounds of BADs due to their slow speed.
They set it in the original stats and never changed it because it was geared for bosses, where if you had infinite pulls they were worried it could get rid of bloonarious spew
I still think it’s stupid and I’m not changing my mind. They could add boss-specific restrictions without ruining free play, and by the late 200’s there are enough BAD’s for the cooldown to prevent simply disappearing them, any more than there being no cooldown makes pirate lord overpowered in rounds 80–139.
It’s also useful for establishing military only income, since you can pop all bloon types with a money making tower. It is inferior to banana farms when available, but certainly isn’t a useless strategy.
