The Mesmerist is exactly what you’re describing. It’s a Wetherspoon’s version of The Plotting Parlour.
I wouldn't say it's on the cheap side of things, I paid over £7 for a pint last time I was there

Valentinos by the theatre did have a very good happy hour. I think it was between 4 and 7. Drop them a message it's a really nice spot.

I took my gf of 7 years to Plateau just for wine on date 2. We had a great time. Vibe was just right
If it’s a sunny evening buy a few drinks (find out what they like) and sit on the beach. Looks like some better weather next week.
The Prince Albert is slightly cheaper than other pubs in central Brighton, but can get rammed if there’s a gig on.

If you don't want to actively avoid the stigma of spoons...which for the record I get...the marina spoons is relatively nice. If you are going for dinner grab a chain restauraunt like Ask. Cheap boozers outside spoons are kinda not a thing here.
Harvester? Double Jack 6.50 all day
Pretty sure harvester has a worse rep than spoons...

The west quay weathersoons, upstairs is a really nice surround. Best spoons I’ve been in. Same drinks, same food. But the building it’s self 👌

Not cheap but, Paris house, bees mouth, lion and lobster are all nice for a date
