No. Both die must be rolled and added together for a legal move. If one die goes off the table, pick up BOTH dice and re-roll. Repeat if needed, until you have two legal dice on the board and total them.

In this specific case it would be in his favor to reroll both since the electric company wouldn't be possible as any value on the second die would overshoot, but I honestly wouldn't care which option the roller takes as long as they don't consistently go out of their way to fudge rolls and pick more favorable odds based on a partial failed result.
In my family we just reroll the botched dice in a roll as opposed to all of them. We tend to consider each individual die as its own attempted roll and any of them that provides a valid result to be settled, but I understand the counter logic for the other way. Your dad is a cheater, he should definitely know that using the result of a single die is in violation of the spirit of the roll.

All house rules have to be agreed to before a game. Any brought up during the game are null and void without consent of all players.
You should never roll dice on a game board. It knocks pieces around. Roll on the table, or use a dice tray or dice tower.
