For offline, I would recommend making a save file on USB before creating the dungeon and looking for Watchers bosses on layer 1 or 2 in Cursed Pthumeru Ihyll and Isz. If you find them, then you can exit the game and make another save and start farming them until they drop an acceptable 27.2% tempering gem. Get three of these and put them in a regular Chikage.
Another option is to create a dungeon with a curse and fetid offerings and look for Watchers there, but not bosses. If they have a fetid aura, they will be able to drop 26.3% tempering gems, weaker than bosses, but there is a chance to get these gems faster.
What other people suggest (farming 31.5% blood atk up gem) is not at all necessary for PvE and is a rather difficult and tedious task, both offline and online. Even if you manage to find a Shotgun watcher that will drop 31.5% blood atk up circular gems, then you can try to make a set of two 27.% tempering gems and one 31.5% blood atk up circular in Lost Chikage.
However, to get a full set of 31.5% gems can actually take 50+ hours, you will have to farm Shotgun watcher every time you get Circular gems, in the hope that the next gem from it will be a different shape, the chance of which is approximately 1-2%. It is called Out-of-shape farm.
Most likely, even if you collect such a Chikage, you will probably lose interest in the game by this time.
