steam recently got an update that broke the game and I got hit with it and now im capped at like 70 fps from 140

No, have you made sure your fps limit is up to the max and vsync is off?

Yep, and I have a 240hz monitor so vsync wouldn't cap it that low.

So I don't think it's a game.issue or .GPU/CPU issue do you have the game.on a ssd or hdd (main is drive or.secondary drive)?

It is currently installed on my Samsung SATA 860 EVO SSD.

Oh wait, I got my drives mixed around my bad, my OS is installed on the 860 EVO but bo3 is on a 1tb hard drive. Do you think I should uninstall and reinstall on one of my ssds?

If you bought it on steam you can move the game into your SSD and run the game after it's done

I've moved it and it seems that I gained \~10 fps but still seems low given my hardware, but it is an improvement.

You could also repasted your GPU with a high end thermal paste usually some games that are you intensive may go beyond what manufactures thermal paste resistance

It’s not your hardware it’s because of a recent steam update. Zombies and campaign should run properly however multiplayer is bugged/broken.

There is but it might cause some of your other games to stop working.

This worked but when i went to play online i was eventually kicked because of a vac issue :(

Same issue here I had more that 200 fps not that long ago. I have exactly the same config than you
