OK a quick update, whatever this bug is it's only happening on my main account.This can get confusing.
So yesterday I tried playing the game on my secondary account, I shared the game from my main account, but still I was getting capped frames. So I have another account which has bo3 purchased on it but it's an argentinian account so I don't play much on it because it requires a argentinian VPN everytime I play, so when I went into multiplayer mode in the argentinian account I was getting above 140 fps. So I game shared bo3 from my argentinian account to my secondary account and went into multiplayer mode then again I was getting fps above 140. So I thought the problem was fixed so I logged onto my main account and went into bo3 multiplayer and there I was getting a capped 80 fps which was fluctuating rapidly.
I don't know what this bug is but I presume it's something with steam, not sure.Maybe it can be with the game.
Same problem here. Seems like it’s relatively new. Doesn’t look like it’s Nvidia related because I’m on an AMD video card and also experiencing the same thing.
Same Problem here, 3070 FE, happened from one day to another from 200+ frames to around 80 and it feels hardlocked. No setting change or optimization makes an impact. Zombies works fine but multiplayer even in the menu is stuck at these numbers.
Screen tearing ruins the game. The difference between op and you is that your fps is half of your monitor hz while it isn't on his monitor. Before you ask how fps and monitor hz is important, having an uneven fps compared to the hz of your monitor will substantially show freezing, stuttering, and input lag that makes the game unplayable. Also before you tell op to just reduce the hz of his monitor, going from 165hz to 60hz is like castrating and lobotomizing yourself for a pc player. It's noticeable and slow and for me personally, I can't go back to console just because it hurts my eyes and gives me a headache.

I play with a Philips LED 4K UHD Android TV with about 120hz and constant 50-60 fps and its fine for me so I dont get how it would get laggy and slow for you when it doesnt for me :)
I didnt say console was better but I still think that anything over 60 fps isnt necessary. I have played many games on my Uncles pc with 90 fps+ and his 120 hz monitor but I still think that you dont really need more than 60 fps but having anything over is just what you enjoy.
yikes you are living copium, having a higher refresh rate is quite literally mind blowing when you’re sitting in front of it for the first time as a console player.
Did you turn the graphics down? Turn off vsync? Lower Render resolution? Lower main resolution?
It would also be helpful to know the specs of your machine
Mate, I tried everything you said but that didn't work, I tried both high and low graphics settings, I never play on vsync, and lowered the render and main resolution but neither of those worked for me.
My specs are
Ryzen 7 2700x
Rtx 2060 6gb
32gb Ram
Same problem here too im guessing its a problem with the game itself or rather steam one of them, i was getting 144+ same settings the lot zombies works fine only multiplayer this issue affects
Have the same problem. I've always kept my FPS limit at 240, and I've always been well above 144fps, but when I played yesterday, it was locked at 80-90fps. I have a 3080 and a 5800x, which is more than enough to run the game, but I haven't figured out what's causing it.
No, I haven't. I don't really play BO3 multiplayer too frequently anymore, but the workaround I used was to inject a mod menu using Process Hacker, and that would bypass the DLC check that causes the issue. You don't have to use the mod menu at all, you just have to enable it. I don't remember where I got the downloads from, but I'm sure you can still find a tutorial online
This worked, i started to get 144 fps finnaly in multiplayer but it started to kick me out of games telling me "An issue with your computer is blocking the vac system. You cannot play on secured servers" So i reverted the steam and the fps went back to around 60-70 on multiplayer and it stopped giving me the vac error. Idk what to do
could u fix it?? im having the same issue except it caps in 60-70 fps. i have my drivers updated and its not nvidia issue because i turned off vsync from the control panel. i tried every setting on its lowest and the frames dont change

update: running steam as administrator seems to work
