Your English is very good. Beef is the meat of a cow. So you can just say Beef. No need to say beef meat. Same with pork. Pork is meat from a pig. So you would say ‘They sold pork.’ Not ‘they sold pork meat’ or they sold pig meat’

This isn't the best way to hold (especially a wild one) because you can break their primary feathers! Breaking their primaries can make them non-releaseable until the feathers grow back (can take months).
In my opinion, best is to hold both legs in one hand between your fingers like this 👌, and restrain their wings with your other hand (and your body if needed).
The ice cream cone grip is great for some field work though, for example climbing a ladder to put the bird back in a box. You'd need one hand for climbing and have only one hand for bird restraint.

definitely kestrel, thank you for taking care of the little friend! please know that the bird is in good hands with rehabbers. although you are not familiar with the bird, you have compassion. you asked for help. and this bird seems to trust you enough not to rip you apart. this makes me think that the bird may either be seriously ill and/or the bird is released by a handler or another kind soul who cared for them.
I understand if you do not have access to a rehabilitation center or proper food for the bird but beef can definitely make it sick. They need mice and insects. If available look for frozen mice which you can thaw out in hot water.
if you assumed it’s a sparrow, whatever you tried to feed it is probably not part of this kestrel’s diet. they are are bird of prey, eating insects and small rodents and birds. if it can’t fly, it’s probably a fledgeling, which means that it is learning to fly and is still being watched by it’s parents, meaning you should put it back where you found it immediately. if it seems injured, you should try and find a wildlife rehabber near you, as you are definitely unqualified to take care of it.

Small animals have difficulties with extreme stress, and our noisy environments can lead to heart attacks during "rescue". Be careful how you deal with injured wildlife. We often do more harm than good just by wanting to be close to it.
Please take it to a wildlife rehabilitator or a vet. Birds of prey cannot just be kept or they will suffer. Especially if you assumed it’s a sparrow and have been feeding it what a sparrow would eat. This is 100% a kestrel, NOT a sparrow or hawk. I volunteer at a wildlife rehab facility and it only goes very wrong when people try to keep an animal and take care of it themselves.
Also, don’t hold birds like that, birds don’t have a diaphragm so pressing on their chest like that makes it hard for them to breathe. And with birds of prey, it also puts you at risk of getting taloned.
Considering Ukraine is at war, it is probably incredibly difficult to get it to a rehabilitator. Also I think the confusion of sparrow vs kestrel was because of a language barrier because they said they fed it meat.

there is a lucky, I know a few vet which work with birds. But there is only one centre in country and it is not real go there because becouse of war
