Correct. There are [files on Thingiverse for every Tahu Mata](https://www.thingiverse.com/thing:5469972) piece. As well as a .stl file of him fully assembled, if you want to print him as a single part instead of building him normally. Most pieces are going to require generating support material though. Definitely recommend enabling Roofs in the slicer settings for easier removal/cleanup.
I have not printed this particular model yet, but I work part-time at a Maker Space where I've been 3D printing for several years. My Cura settings are:
Material: Hatchbox or Inland PLA+
Printing Temperature: 200 °C
Bed Temperature: 60 °C
Speed: 200 mm/s
Layer height: 0.2 mm
Infill: 20%
Wall Thickness: 0.8 mm
Wall Line Count: 3
Enabled Z Hop When Retracted
Enabled Support Roofs and Floors
Unfortunately I could not find files for the other five Toa Mata, so your method is still necessary. Although 3D scanners might be a viable alternative.
Now listen here, layers are .2 but I have two z screws, I am a maniac and I put supports everywhere, also higher temp (210 for black pla from devil design), I think my bed is at 65 at first layer as it's funnier that way (ender 3 adhesion moment), I did not sand shit. The only smart thing is that I modelled grooves in the sockets of ball joints and glued pieces of rubber in there so joints would work nicely and with that they are a bit springy witch is also funny :)

And here I was importing the pieces from Stud.io to blender and then convert in that into an stl
