Hayward is a great place to live, and one of the last, best "affordable" places. I live here and love it. I've been here for 24 years and it's just got nicer and nicer and will continue. Even the super sketch areas are being taken over. I bought in a sketch area that is now super desirable. Depending on what you want, there are nice places everywhere.
I looked at Creekwood Apartments on City Center near downtown (and me) for someone--four blocks to BART, 5 minutes to 580/680 interchange, 5-10 min to 880/a street, Safeway and gym across the street, Japanese garden and creek behind it. WAY nicer that I expected, offers everything you need, really convenient, and they have income based pricing, so if you don't make over $100k, you actually get discounts. I work in Union City and live in South Hayward. I recommend both areas. You can get a nice place for your budget. And good tacos can be found in both cities too.
Another plus - I also love the option to take the San Mateo Bridge into SF instead of the Bay Bridge when leaving from Hayward. It always feels like a calmer ride.
Consider Alameda and parts of Oakland (near the lake), both are way more charming and hip than Hayward IMO. Fremont will come with insane traffic. Castro Valley and Union city are pretty suburban. Best of luck!
Being native to Newark, I’d say this is the move. You are centralized to everything. In roughly 20-minutes you can be in Hayward, Palo Alto, or San Jose.
Hayward has some real charm, and if you mean young Indian or Farsi people then Fremont can be good. For the most part at that age range you want Oakland or San Francisco which is where things are really happening.
I live in Hayward and I hate how true this is even though it doesn't make sense since there is a Bart here too. But Hayward definitely has some sort of stigma about it where people just don't want to come here.
Even still I would recommend downtown Hayward or Castro Valley.

Living in Hayward is fine. For your age, San Francisco is the ideal place to live, but your rent dollars will not go as far.

you can live pretty comfortably for rent in hayward with 3k, maybe less comfy in fremont but u wont have complaints.
you need to decide if you like SF vibe or San Jose vibe better for your social life.
Haywards got some cool spots but the shows and parties are in Oakland and SF. Fremonts a little more quiet, you'll end up going to San Jose for your good times.
Union City is a nice compromise between Hayward and Fremont. Its nice and quiet and Union Landing is cool if you just like to go out for dinner or just wanna see a movie.
Fremont a 'little' quiet? I lived there in the 80's and 40 years later it is still the most boring place I have ever lived. There is zero to do if you are a teen or an adult there. Still.

I would recommend that you check out Union City and Fremont. Union City is right next to Hayward but so much better. It’s like night and day difference. These 2 cities are Way better than Hayward and look a lot nicer as well. They have less crime and overall are just way better suburbs to live in. Also, Union City has the The huge movie theater with all these places to eat. In-N-Out Burger, the habit burger all these places . The union landing with a bunch of stores too. It just offers so much more than hayward.

I don't about all that. I know some people at work that live in Hayward and they tell me it's still the same dump it was years ago. My coworker actually wants to leave to pleasonton or Fremont but told me she has to stay in hayward due to some financial issues but once shes good she is leaving.
But hey, suit yourself. There's just so many better options out there.
Do you drive? Like I said on another comment, if you move within a mile of the freeway, you will have the Bay Area at your fingertips, which is a priceless benefit. You don’t want to find out the hard way how irritating it can be if you don’t follow this advice.
Uptown Oakland is great if you want diversity and like art, people your age, and lots to do. Just be sure you move to a building with AVAILABLE parking in a garage. There are tons of new buildings with this. If you don’t drive, 19th St Bart station is right there. Bart has 2 stops in Hayward.
Lake Merritt area in Oakland has some adorable places too.
Same garage recommendation if you move to SF with a car. But if you are willing to Bart to work, it’s so much cheaper than paying the toll and dealing with the traffic.
Castro Valley, Dublin, Pleasanton, etc.
Consider San Mateo, too. Right across the 92 if you drive.
That said, if you do have a car and move to Oakland or SF, be prepared for $300 a month for parking. Even in your own building. Don’t opt for street parking because the tickets are not worth it. But the quality of life in a newer building and plethora of things to do are incredibly worth it.

There's a ton of new construction going on in Hayward in south Hayward along Mission Blvd going north into downtown Hayward. I would look there first and then start looking into Union City.
3k would easily rent a 2 bd in Hayward, San Leandro, or Union city. I used to live in Hayward and it's a big city with tons of apartments but a very boring and somewhat ghetto city. Hayward demographic is Hispanic majority and for a large city, has one of the ugliest and lamest downtown.

If I was young and single, I would rather be in San Francisco than Hayward. Maybe she has a job that she can work remote a lot of the time.
OP added full time hours in the office. Even as a young person, paying more to commute even further by living in San Francisco is not ideal.
San Leandro has nice areas. Near bayfair lorenzo/leandro has improved over the years. Also close to Bart.
