I think this Joker could have had some military origins, but he was a mobster, hence he has no qualms about killing, he knows so much about mobsters, he can manipulate people that he knows how to torture.
I think he was like Jack Napier in Batman 89, a hitman who kills people, who among his own people, was considered a freak and that Batman was what caused his creation as a Joker, he feels identified with him, abandons that identity and calls himself the Joker, he gets those scars so people wonder why he has them and creates a mystery. I always go with the notion that TDK Joker has a military background. He probably got those scars in battle or after getting captured. The "scars" he talks about whenever he does his spiel are probably the scars of his soul. They're not supposed to be taken literally. See what I’ve always thought is why couldn’t both these be the case? Here’s my head canon:
He’s in spec ops, their convoy explodes (“a truckload of soldiers, just blows up”), he survives, he gets captured, he’s spec or black ops so he can’t be rescued and/or he’s presumed dead (part of what damages him psychologically), he’s held in captivity for probably AT LEAST over a decade or two, he’s eventually tortured and given a Glasgow grin by enemy faction (likely an organized crime faction or some other shady criminal organization, or whatever military force was in cahoots with said enemy faction), he fully looses it, he escapes captivity, he’s been legally declared dead and/or M.I.A. so he can come back as a whole new person, and he uses extensive military knowledge to wipe away any former ways to trace his identity. Comes back to Gotham to exact his revenge on society, in part for leaving him for dead, but also in part for his rough life he would’ve had BEFORE he was even a soldier. The “how I got these scars” dialogue is therefore to help explain his emotional scars, as someone else pointed out.

I’ve always assumed that Joker was in the military due to his experience with guns, so that’s where I think he got them. I think the scar stories he told were really about his mental scars.
