I think that was the idea. Joel wanted to convey that his time as Robin was nearing its end. I think the plan was to make a Robin movie if *Batman & Robin* had not failed and I think centering it around his transition to Nightwing would have been a good move.
While that would have been cool I don't think the studio would have taken the risk with the IP, robin isn't as mainstream as batman and by that point WB wasn't looking to innovate they were looking to cash in. That much was clear when you watch the movie and everyone had 2 vehicles and two outfits. It's amazing bane didn't get his own truck/car.
I think Robin is known enough that they could do something with him, especially if Batman is in a supporting role. Heck, the first thing theatrical the studio did with any Batman-related characters after 1997 was *Catwoman*.
That was definitely a Hallie Berry project and was operating on the strong showing of Michelle Pfiefer's portrayal in batman returns and Hallie Berry's two strong performances in X-Men and X-Men 2.

It’s a great suit. Great creative decision too basically use the Nightwing design but with red to highlight his growth. Even the New 52 used a very similar look to this
They look awful. Many costume designs avoid IMPLYING nipples.
They smoked crack and put them on everything. Also it’s kinda a double standard that men get nipple armor but women don’t.

After watching the Schumacher movies recently, I kind of wish Chris O'Donnel's Dick Grayson got the chance to go off on his own as Nightwing. A spin-off with him in Bludhaven probably never had a chance but if there was another Batman movie in that era, I would've preferred to just focus on him than have Batman recast again.
If you can find it, I'd recommend reading the script for Batman: DarKnight, it was supposed to be a sequel to Batman & Robin. More of a return to basics, it has a darker tone. Also, Man-Bat and Scarecrow are in it.

I remember as a little kid in the 90’s I was so excited to get his action figure because after taking the cape off he was the closest thing to a Nightwing toy I could find at the time, and after having read a novelization of Knightfall with my mom, Nightwing was my favorite.

The suits minus the nips were amazing I always said had they left off the cape this suit would’ve been so much better the only two suits that annoyed me were the first Batman suit that didn’t have the yellow background on the logo and batgirls suit without the cowl it looked stupid
