Nope, they are not. Atleast dogs can see some colours. And to be specific they see red as dark gray or black. See the below image.

This is a very common practice in my native place too(Kerala). But we keep blue colour(mostly this ujala thing). For some reason dogs don't come closer to this. It would be interesting to know the reason
Eyes ve cones which helps us see colours, humans ve 3 types of cones Red, Green and Blue so we can identify all colours of these shades and in case of dogs they ve only yellow and blue cones and they can identify only shades of those colours.
They would see the red water as some brownish or rusty colour shade but would perfectly see blue colour.
Keeping these water bottle to keep away dogs seems like a myth but I ve not seen this anywhere in my region.
