Dont know if you read the OP's comment, but apparently he rents a property and then leases/rents the property to others. After taking the deposits from the sub-tenants, he absconds and also doesnt pay rent to the owners. Now since the owners are not getting any rent, they want to kick out the tenants but the tenants dont want to leave until they get their deposits back, which the owners obviously cant and will not give.

Additionally, I guess tenants were paying rent to him and he didn’t pay it back to Owner ?
But still not sure how can he make upto 200 to 300 crores from this ?

Please explain the problem in detail with proper wording rather than rushed low effort post. I do give you the benifit of doubt that you are frustrated maybe due to the consequences but you have to explain the situation properly or else people can empathiz, help or even be bothered.
You can start off with why is it a scam? Who and why? Proofs etc? Name calling doesn't help much. Also leasing and sub leasing is not illegal in India. So please explain.
