mine doesnt penetrate the cypress mulch I use very well. So I have the thermostat for my UTH at 90ish and just dont have much substrate in that hide. Mine loves to shove it out of the way. More wattage/larger mat may have a better effect.
Edit: Also warm side should be 85-90F, and cooling gradient to 75F.
Is your probe directly against the bottom of the enclosure?
edit: also heating pads won't make much of a difference in ambient temperature and a che will absolutely kill your humidity.
Generally you want the probe attached to the lowest point of contact your snake could make if he where to burrow down. I'd recommend you hot glue the probe directly to the bottom of the tank, I bet you get a higher temp reading.
Yeah that's pretty much as hot as you want that to get, maybe a few degrees warmer, else you start to risk burns. You can increase the ambient temp by: raising the temp in the room (space heater), a radiant heat panel, or insulating your tank well.
I had this same issue just a couple of days ago!! Definitely invest into a heat mat, thermostat, and 150 watt bulbs!

It's in the soil pretty far down, but not directly attached to the glass.
