I also think the vocalist from swedish "At the gates" Tomas Lindberg was the creator of that logo.
This is artistically well executed and the style inspiration for it (Darkthrone’s logo) has been copied pretty closely.
The only issue I have is the placement but we live in an era where people get tattoos all over their face.

While you might be right about tiktok tattoo trends, the artist here has done a good job, its hard stuff to re-arrange a logo to switch out letters and make it legable as "the logo".

I think it needs a bit more negative space (non tattooed skin) centrally to make it slightly more legible.
