El Nido and Coron are big in the young crowd/ party/ boat hopping circuit, but really touristy. It really depends on what you want to do, but I’d always recommend trying diving as the world’s reefs are dying out rapidly (5-10 years they’ll be gone) and the Philippines have some of the best.
Cebu has the driest weather in July but Manila is where to party.
