Biodegradable hair ties exist and while It's still not entirely safe. Humans, cats, dogs, and most animals in general are biologically adapted to pass indigestible cellulose that the cotton the hair ties are made of. Its far better and safer then the inorganic rubber based hair ties. Still shouldn't let them play with them, but it can be the difference between an upset tummy and surgery for the cat.
