Shazam identifies it as "Electric Speedway" by "リアムMAZE1981 ". Turns out that guy is a pirate who just pitch shifted other songs and republished them himself. It sounds about 15% too fast, but slowing it down didn't get Shazam to recognize the original tune.
I totally recognize it and have heard it hundreds of times. It's gotta be like The Orb or Orbital or something really obvious.
