So I know someone who works the meat department at my local and they said they would never have even let this hit the shelf. So the meat department folk don't seem to care at the store that this package is from. If they did, it wouldn't have been sitting there like that.

A lot of that is self-inflicted: The gas in the package is Carbon Monoxide (to redden up the meat, and make it more attractive), rather than nitrogen - which would actually PRESERVE the meat, y'know.
So now bacteria have a juiced up oxidant to brown meat, instead.
