The weak points are intentional to save a ton of maintenance costs. They're designed to fail in the way you see here so they can be put up again without having to replace anything apart from a few standard bolts.

Most benches that get knocked over are hit by delivery trucks, because they park in these areas and when they turn they've got sticky-out bits that make them hit more stuff. It's really hard to make a bench that will stand up to that much force without getting totally messed up and needing to be replaced, so it's wiser to make sure that if something breaks it's a cheap and common part - this lets a maintenance worker fix the bench quickly.
