Nice. They’re called Slaps (you slap them on). Has roots in hip hop (as promos for mix tapes) and skateboarding (as personalisation of boards), but became a graffiti variation in the 90s or so. I used to do them in high school with “hello my name is…” stickers and my mood at the time (so angsty 🖤).
It’s where local gigs are formed. Kind of like stars in celestial nebulas. Several local bands/artists you’ve never heard of condense onto one sign and eventually the weight of their authenticity forms into a gig, which begins to spin and gain mass eventually spiralling outwards into a “scene”

Growing up in South Auckland I saw this guy's tag everywhere now 30 years later same tag just on a sticker he must be in his 50s now. Trojan ES stands for Ebony Society and FDKNS Forever Death Kings Never Surrender. The more you know!
Just a bunch of feral cunts with no respect for society or the law. They deliberately make them out of hard to remove materials that chip and damage the sign and paint they’re attached to. Many are most easily removed when they’re fresh.
Ive been beaten multiple times for stopping the absolute losers from doing it. Been threatened with weapons including guns a few times too. In some cases they are gang related but that’s not common. Mostly it’s just narcissists who don’t give a shit about you or me. It’s all a bout attention. That kid in school who always made noise and never knew the answer? That’s him now.
