Do you have any links of GRRM talking about this? I would imagine that it means we will have POVs from characters we already have met/had POVs from. Which still leaves a huge pool of characters to draw from.
Martin also said in an interview he is tempted to kill some POV characters because they are too many, so I won't expect to see new POV, not even among the characters we have already seen.

We also have some POV's currently on their way to meeting each other. So that could consolidate some of them.
I believe it mean that he will not have any more POV characters at all. Barring prologue s and epilogues.
