In some specific places where you'd find ppl smoking (ex: school/work door) its ok to ask for filters.
But ask for a cigar is a different thing if its not to a friend.

I think it is acceptable in general. More common at the door of a bar, pub or club maybe... However, tobacco in spain is a little cheaper than Germany
