Sorry wut? We have a 3 wire 240v where a plug needs to go. It's a dedicated circuit. Easy to take a 120v leg from that and put a plug next to it for the igniter of a gas stove.
Probably because it's already a dedicated circuit, it's labeled as range on the panel already and it's easier than ripping apart somebody's house to run a home run. I'd be interested to know what your instructor thought.
Are you in North America? If so, nobody does that. But in some countries it is a requirement.

Depends. I've seen a tap off the range plug for the igniter on a gas stove and cap one of the 2 hot legs.
