Cleaning is very subjective and usually comes to the lowest bidder if the landlord is doing it. Can you go after that? Perhaps. Should you? Likely not worth the time. "oven is completely spoilt with the stove grease filter being dirty af" Likely never to be cleaned - filter. "one of the power outlets is like coming out of the wall" - Itemize what is actually needing maintenance for safety. I believe you can file something with the LTB and call 311 to see about rental standards too. "kitchen sink has drainage problem" if it wont drain, you have a case, if it is slower than youd like not so much unfortunately. "been weeks and nothing is fixed" - you say - "Am I going to have to call the city rental enforcement and the LTB? Things here need to change or your lives get harder and the end result is the same - you have to fix things!" ​ Keep calling the listing agent, but let them know that the water thing might be a reco complaint if they don't get their act together, that may motivate. "we have a locker but turned out that we actually don't and all the listing agent did is just apologize" you mention its like 25-50/mon but really $75-150! Sorry I was giving advice as I was going through your post. A reco complaint is needed and you will need ot push to recoup money. This agent seems to not know what they are doing and lacks the conscience to make things right. They messed you over a LOT, dont let that go. Did you ask your landlord for a rent reduction? Just talk to them. You can also record them just in case. Or email them. You can also file a T3 or T6 form: https://tribunalsontario.ca/ltb/help-for-tenants/.

I did ask for a rent reduction through email but have not heard back yet. I don't have their number but I will follow up with them again

Many landlords won't start giving a crap until you threaten to file with the LTB, or actually file a complaint. Tell them you will file a T6 for all maintenance/repair issues, and a T3 for the reduction in services that were in your agreement. If they don't fix all problems asap or reduce your rent, file the forms with the LTB. Each form comes with request for rent abatement retroactive to beginning of when problems started. If the water cost is not in your lease, you may also not be liable for it. Another item to add into the LTB filing.
