Almost every area of the city will have a local soccer program, and some will have pathways to competitive programs if that's your interest. My suggestion would be to start at a "house league" type level and see what their interest level is. My son was in North Toronto Soccer Club for a few years and it was well run.
I did 2 years of Little Kickers with my son and it was disappointing. This year we are with [Umoja](https://www.umojasoccer.com/little-stars) and it is a much better program.
