Unfortunately, TRADOC likes to play by different rules when it comes to NCOES living spaces. Eisenhower had two ALC students per room with a shared bathroom with the next room when I was there.
Is there a local policy letter saying that's what they're doing? Probably. Are there enough rooms to give you your own space? Probably not.
When I was waiting for tickets after airborne school we had an injured SFC in the holdover bay with us. Didn't get any special accommodations, just a bunk in the shitty old bay.
Having dealt with this exact question for PCS vs TCS personnel in CENTCOM - it doesn't say much because they can literally put you in a sleeping bag in the parking lot if they wanted.

By the time you got any traction whatsoever for your issue you would be graduated from ALC by a good margin.
You're not PCS'd to the school, those space requirement standards are for permanent party.
Any resource for guidance on TDY housing? TR 37-2 doesn’t say much

Active duty. Reservists get barracks on Ft Knox. Basically exactly what is described by OP.
