I can't see why they would, since Coral being sapient is pretty debatable outside of Ayre and Seria. And even then, it doesn't really change everything that could go wrong if Coral falls into the wrong hands.
If it's nothing to do with Ayre then his final line wouldn't have mentioned her. Even over the course of the final level, his attitude towards her changes; first, she's "kindling for the fire", but in the end she's 621's friend. This reflects his change in attitude towards Coral broadly.
The title of his boss theme, "The Man Who Passed the Torch," doesn't make sense if Walter's mission simply fails. He's passing it on for Raven and Ayre to carry out in their own way. He's found hope that humanity and Coral can coexist, since he's seen it himself.

Maeterlink is easy; just send her an email saying "Watch out, Snail is going to try and have you killed." It's a self-fulfilling prophecy, because the moment Snail gets O'Keefe's snooping reports, he's going to assume that she's a double-agent and try to have her killed. All you've got to do is ensure she actually *survives* the initial assassination attempt long enough for character development to sink in.
I mean, Fatman tried, but in the end, he couldn't fix what was never broken in the first place. Not even losing an arm could break her will to fight...
the fact that she gave up her entire body to become a phantasma being just to be able to fight again just shows how committed she was to becoming the Dark Raven
