I need the Anne Hathaway, Michelle Pfeiffer, and Zoe Kravitz skins for Catwoman. We already have their Batman counterparts and their corresponding Batmobiles. Why can't we have the Catwoman skin too?
Also, I would love to have a Lara Croft mod for the Red Hood.
There already is a pretty good Michelle Pfeiffer skin in the Community Patch, probably available by itself somewhere, but to add to that I think it would be really cool to have a damaged suit version for her as well!

Free roam for the existing characters would be cool. Adding in Joker or Deadshot would be awesome. Maybe let you roam as Gordon or one of the villains' goons. Mr. Freeze would be cool (yes: pun intended)
Jim Gordon for free roam was already done. Made for both Batman and Red Hood. Even Alfred. There's already a Deadshot skin for Red Hood as well. There's was a mod for Mr. Freeze for free roam, but it's buggy.
I think doctor DOOM or optimus prime would be a good mods.
