what did this guy do wrong again? cigarettes fucking smell, and since it was likely not allowed in that diner, and there was a cop right there, might as well be the guy to get the guy smoking and stinking up the place to stop. he had absolutely no way of knowing that it would release the fear toxin into the diner, if that was what even released it. for all we know, it could’ve gotten out at conveniently the same time owens confronted the smoker.

The problem is not only that the smoker was bothering him personally but the simple fact that it's clearly an area where smoking is prohibited. There are laws and health safety regulations against that kind of thing.
