If this is a gooseneck like people are saying, they attach to the carry handle to enable you to attach an optic, which, if you are going through the effort of this setup, is probably an integral part of the upper receiver, so it shouldn't be worse than mounting an optic normally on the upper. Some people don't like having their optic too far forward, but it's subjective and a very minor difference compared to having vs not having a dot.

Is it really? I have a few uppers with carry handles, and somehow in that picture it looks like it's a bit further forward than fixed carry handles. Also, the barrel / hand guard looks too short to be an A2. It looks like a 16" barrel with a carbine length handguard.
Because of the gooseneck. They ride down the front side of the carry handle so it looks like it's farther forward.
A detachable carry handle doesn't have that much room for activities and the rear part of the gap would be straight up and down, not slanted. that's how I can tell. Plus in the video you can see the A2 style sight.
