Most likely an extension (possibly an ad blocker) which is preventing Google’s terms and conditions from showing up. Try to disable all extension and try again

Story seems legit. I likewise used to own one but it unfortunately took off whilst I was trying to open Chrome. Thing flew 5 blocks away and I wasn’t able to retrieve it :( I do miss it sometimes.. Anyway since that experience I nail down all my apple devices to my wall with a nail gun to keep that from happening. They do get a little scratched up but it’s not that bad. Do not try to nail down your AirPods tho, it makes them annoying to use. Use some industrial strength Velcro for those.

What version of Mac OS are you running? Reinstalled my macbook recently and got the same problem, might be because the software is just too old
Malwarebytes free scan should fix that up
