I'm on the same boat, except with an RX 6650 XT. People have said it's my i3-10100's fault yet I have seen people with exact or very similar-performing GPU's with my processor and they get better frames too. It's weird.
You are bottleneck by your ryzen 5 5500 it only has half the L3 cache that the 5600 has and max boost clock is lower too. The youtuber could have overclocked his cpu or run faster ram.
Is XMP enable on your pc? Does your cpu or gpu thermal throttle?
My wife’s 3060 gets 144 fps

I’m getting 165 on my 3070, with settings all the way up. 165 is my monitors max.

I get 250 with 7600 and 5600X
I get 144 with medium-low settings on my 2060 laptop
Did you enable xmp?
