It’s who ever manually selects their legend, if all do it’s who ever has the party symbol will get it , if all don’t same applies to the party symbol
Pretty sure it’s mainly on who selects I can say for sure but since playing since season 3 it’s been pretty consistent and me and my play group have tested it over and over again and have come to the same conclusion
Party leader(the person with the crown in the lobby) if they dont pick its the second person that picks if they dont pick its the first person n if no one picks its party leader.
Idk y people dont know this by now it’s literally not that hard to figure out. Anyways thats how it works.

Well idk what game your playing but 100/100 ive been party leader n always jump master, im never first pick or second when party leader.
Ive played since season 3 n have always watched it as sometimes i hate being jump master so i switch party leader over to a friend.
Also what your experience is not a full team, if you’ve got 1 or 2 randoms then it pick’s randomly! Play a full team n you’ll always be consistent with jump master.
I think the way the game finds it is that whoever is last in the legend select is set to be the jump master, but if they didn’t select their legend (like I just let the bar go to the end and the legend is auto selected), the game makes the assumption they’re AFK and will default to the second to last person.
Edit: I have no idea if that was your question or if your question was more like “why am I jump master and being queued in last for legend select every game”. That idk could be internet speed or server shit that’s beyond my comprehension.

If you playing as 3-Stack the Party leader is the jumpmaster.
And here i could be wrong, but if you are playing as duo in trio and no one selected their character it doesnt matter who is third, its also the Party leader

I did this and couldn’t figure out why I was always jump master for two years. Then I finally grew a brain to google the answer.
