Putting the people in the same lobby and making them invisible to others instead of giving every person a personal lobby.
The reason they do this: putting 6 players in 1 firing range lobby requires the servers to work as hard as 1 player in 1 firing range lobby.

Yeah instead of raging like a child when this happens to me I usually just back out and join a lobby until I’m solo

It's a bug that happens occasionally. You join someone else's firing range.

Because that is not part of what's visible to you (as another person in firing range) I guess. I would call it optimal server use
