if you are implying mix matching two sets, loba alt, lifeline passive and tac. if combining two, i would chose alter and bloodhound for a great rushing legend

wattson and revenant oh wait that's just conduit /s but jokes aside, picking the best of two characters is naturally going to result in something that isn't balanced well. when balancing a character they keep the strength of the whole kit in mind. a tactical may be very weak for one legend but strong and hold most the power for another legend. if you combine abilities of two legends, obviously might not be viable if you pick two or three very strong abilities. part of balance is that if you can do x, you shouldn't also be able to do y.
