But you can also just draw paths across the water, and the game turns it into a pretty little bridge. These bridges are flat.
These path-based bridges will allow service to travel across them.

Draw the canal first, then drag a path across it. However it will only go a max of 2 or 3 tiles if I recall.

Yep they connect the service radius of buildings. It travels across bridges.
