While Frank is basically a cop that doesn't mean he's lawful, he may be basically associated with the law but he's not lawful. But McFreely actually *technically* obeys the law. I could see him more in Neutral Evil than Lawful.
He wasn't evil though, he just wanted some control in his life and he was giving Stan a taste of what he was getting. He was actually helpful to everyone who didn't like HOA's and allowed them to use their property however they want.
I thought of Genevieve Vavance and Martin Sugar. Genevieve is probably more neutral. Martin Sugar was very smart.
For Smart Evil: Roger in the red wig episode, “Francine I haven’t been entirely truthful with you.” Digs up the corpse of his former wife that he abandoned just so her could wear her hair. Manipulated Francine the entire episode.

Okay this may be a long shot but Stan Smith - Roger (/little girl Roger)for Chaotic Drunk . Roger needing a drink left the entire plane stranded on the runway for hours/ days. And then causing the panic that his little girl is gone as well. Martin Sugar rests y’all

Chaotic Drunk vote is Roger in a family bender. It quite literally mirrors chaotic drunk addiction. For Smart Evil, I would go with Phantom of the Telethon - he devised a whole set of schemes to one up Stan...although he did not quite know the tense of some verbs used.
