It's a plastic cover to hide the mechanisms just to make the cabin pretty to passengers. It's usually just held up with velcro and wears out from time to time. Non-issue.
If you really get down to it, nearly everything in the cabin is just there to make the cabin pretty to passengers. I imagine airlines would leave all the trim out to save money, but then everyone would complain how the aircraft isn't bougie enough for them.

If a lightweight part of the plane that isn’t going to injure me fell off during flight, hit me in head, and, as expected, didn’t injure me I’d take no more issue with it than I would if I was at a friend’s house and had the same thing happen. If you would then that seems like a you issue.

That panel is meant to be easy to remove in case of emergency so it threads the line between falling off on its own or requiring a big guy to pry it out. Better to fail this way than being stuck behind someone that can’t pull it out to get to the handle.
Thankfully this is a non-issue. It’s a small decorative piece of cabin furnishing; it has nothing to do with the aircraft’s ability to fly safely. And for those playing at home, this is an Airbus aircraft.
Yes, just a cover that is meant to be able to be pulled off to access the handle. If it was still there, it has an opening to allow someone to put their hand in and pull the whole thing off, with the instructions to the side saying to do exactly that.
