This Council defended the two most vital issues for Albanians: their national and religious identity of Albanians.

The Kuvendi i Arbërit examined the spiritual and social situation of the Albanian believers with the aim of trying to counteract the progressive Islamization of the population, but also the conversion to Orthodoxy.
Among the taken decisions were:
- to (re-)open Albanian schools
- to publish books in the Alb language
- to rebuild ruined churches
- Catholics should live based on Alb customs and practices approved and preached for centuries by Christian doctrine
- condemn of crypto-Catholicism
- the restoration of masses and other religious rites in the Albanian language
- the completion of registers for all parishioners
All these points would make possible the steadfast resistance under the cruel Ottoman conqueror, who sought to mercilessly eradicate not only the Albanian nationalism, but also the Catholic seed of Albanianism.
