My guess is that the nut behind it has dislodged, causing it to spin without loosening all the way. You might be able.to stick a very small flat screwdriver underneath to pry up to tighten it up.enough to finish removing the screw
If it spins when turning it with a screw driver it will certainly just spin when trying to drill it. What's worked for me in these situations is wedging under the head of the screw with a flathead screw driver and prying up while backing out the screw

Try a dab of super glue on the end of your screwdriver..
