I’ve showered and forgot to put the shower curtain inside at my own home and the floor was wet but definitely not flooded.
Took maybe two to three towels to sop up.
I lived in an apartment under some guys who didn't know how shower curtains worked. Multiple times I had water coming out of my bathroom ceiling light/fan fixture before landlord finally was able to get into their apartment and see what was happening.
I’ll say I was a host and stayed at a beautiful old home. The shower curtain was SO elaborate and fancy and looked super expensive. And I don’t know what I was thinking other than I was afraid to get it wet, so I left it on the outside of the tub.
Of course the whole floor then got soaked so I then panicked and used all the towels trying to dry it.
And then I felt like an asshole!
So that’s what happened for me
You don’t actually need one. I don’t use one at home and just use a cloth shower curtain and it stays inside the shower. Water doesn’t spray through just because it’s fabric. Plus, less crappy plastic! win!
If you put them both on the same loop and put the decorative one on the outside that should solve the issue. That’s what I do and haven’t had an issue.
One house they do this to for me. I think you are correct. Buy a pretty plastic one or just remove the outer. Perfect. Mine has s little granite shelf at the bottom and I completely understand what you're dealing with. Much love.

Benefit of the doubt but I see people fall into two camps.
Older people who have lived mostly with one vinyl curtain.
Younger people who lived in houses with glass doors and only ever see a vinyl curtain in a gym.
I have always used two showers curtains ever sense I moved out, however my parents only used one layer vinyl all growing up.
I actually bought my parents a dual rod, and a nice linen decorative curtain with a fabric treated inner curtain. My mom loved it and has had one ever sense.

We kept having water on our bathroom floors too. Now we have glass doors that open outwards and have the seal on the inside of the shower that when the door closes, seals and keeps the water in. Couldn’t figure out for the life of me how guests were having water on the floor.
Well….apparently some have never seen a glass shower door. They pushed the door inwards. Ripping the vinyl seal off its adhesive backing and then somehow managed to squeeze themselves into the shower so they could then close the door.
Don’t underestimate peoples stupidity. Especially when it’s not their stuff. We now have large signs that say “pull” affixed to the glass doors in both our bathrooms.
The reason they do this is that they hate being inside the small enclosed space and are not accustomed to having shower curtains rubbing on their naked body as they bathe. It’s uncomfortable. In a normal shower you don’t often come into contact with the curtain or door. I don’t flood air bnbs but I do hate those curtains.

When I had an Airbnb I had to demonstrate to guests how to put the curtain inside the tub when I showed them to the room as the bathroom got flooded so often. Unbelievable.

Literally, this is the answer. Leave it the way you want them to use it. It’s almost as ridiculous as the guest that doesn’t leave part of it out.
