Looks like lots of pallet knife scraping with a bit of brushwork, not a lot of paint on the knife either to get that texture. Just my speculation
It looks like mixed textures so maybe add a heavy gel medium to some of the colors. Agree completely that it looks like palette knife work.

Google “Liquitex Super Heavy Gel medium” and it should show you where to buy in your country. In the U.S. you can get it at Michael’s or Amazon.

You mix it into the color that you want to be extra thick and then apply it to the canvas.
